The purpose of this study is to demonstrate as part of the preparatory work for the planning enquiry into the proposal for the development of the Bristol Deep Sea Container Terminal that the availability of train paths is not a constraint on achieving the forecast number of containers to be moved to and from the terminal by rail. The key objective is to satisfy Network Rail that paths exist, such that Network Rail does not challenge in a material way statements made by the Port regarding the ability to move predicted volumes of containers by rail. The key flow for analysis is to the West Midlands via the direct route - using railway locations, this is through Bristol Parkway, Westerleigh, Cheltenham Spa, the Lickey Incline, Landor Street Junction and Washwood Heath (avoiding Birmingham New Street). The steps being undertake include agreeing with Network Rail the detailed analysis required to provide satisfaction that sufficient paths will exist, undertaking timetabling analysis (to and from the West Midlands and to and from West London), undertaking performance modelling and liaising with Network Rail to gain acceptance of our conclusions. |
